I have an op-ed in Mint today that calls for small pilots to test the cash transfer implementation strategy for each product before the program is fully rolled out.
Nice article, liked it, but the pilot idea has been already in the central govt mind, but the question is putting right person to manage or implement the pilot is more important.
The other issues with the direct cash transfer idea is that there is no credible data available with the govt for to study at least in theory
