Financing infrastructure - A working paper

I have a very long working paper on infrastructure finance, Public Private Partnerships (PPPs), and Development Finance Institutions (DFIs). It has three parts. The first covers the global takeaways from private participation in infrastructure, including but not just PPPs. The second covers the global and Indian experience with financing of infrastructure through Development Finance Institution (DFIs). The final part proposes an institutional design for a new DFI for India. 

The inspiration to write a paper like this came from several conversations with Dr YV Reddy, the former Governor of the RBI over the past few months, which besides being deeply enriching also clarified nuances on several topics related to infrastructure that I have blogged over the years.  

I believe that the paper surfaces several less discussed but very important features about infrastructure, its financing, and the role of DFIs in infrastructure financing. Many of these issues or features ought to be discussed extensively in the public domain before important policy choices are made by governments not just in India but across developing countries.
