This has two sides. Creating quality work force at affordable rates and enabling creation of jobs. The focus of article was enabling the workforce side. As a first step we should close all local employment exchanges and replace with a technology solution that makes every education institute (private or public ) a real employment exchange. When all these communicate each other under NEP, we have an eco-system that can tune faster to industry's requirements.
