State capability deficit

I have an op-ed in Mint today highlighting India's state capability deficit.

Dear Gulzar,

An honest and hard hitting assessment - without succumbing to the usual circular logic that captures entire society within its ambit and holds everyone culpable. (and effectively none)

"There is a dismal circularity to governance debates in India. Public systems are inefficient. So we need to promote private participation. But the platforms on which economic growth is built are, and will continue to be, mostly managed by governments. Therefore, instead of dismantling public systems, we need to focus on improving their capabilities. We need to significantly enhance the capability of administrative systems and its personnel to effectively deliver on their responsibilities."

A brilliant assessment without resorting to cliched face saving exits ( the customary tokenism towards honest and capable bureaucrats which tends to take away from the magnitude of the issue). A pleasure to read such a fine analysis.
