World Bank and Agriculture

Bloomberg has this chronicle of how the World Bank's obsessive pursuit of free-market and free trade policies have decimated agriculture production in many developing countries and severely affected food security.

Who decides efficiency? what is the measure?
Massive export subsidies to own farmers , high tariff barriers (as high as 900%)on value added products, non tariff barriers such as raising issue of employment of children in poor countries as labour...??
As is said there are no friends in world , there are only selfish interests!! Taking "friendly advice" can only be at one's peril.
